The head of Northern Ireland's civil
service has admitted meetings about the Renewable Heat Incentive (RHI)
scheme were not minuted in order to frustrate Freedom of Information
requests.
David Sterling gave evidence to the inquiry into the scheme on Tuesday. In 2009 he was permanent secretary of the Department of Enterprise Trade and Investment, which was implementing RHI.
The initiative offered financial incentives to encourage businesses to switch to renewable fuels.
But critical flaws meant that its claimants could earn substantial returns, far greater than intended.
